Dear Blood Ties Fans

It has recently come to our attention that someone is purporting to raise
money from fans for production of further episodes of Blood Ties. Please
be advised that this is a scam, and is not connected to or authorized by
anyone connected to the production. Please feel free to report  any
requests for money to your local authorities.

The difference being that Shane DID intend to run the conventions, whereas these guys - complete crooks from the get-go.

Based on the fact that Shane DID intend to really run the conventions (let's hope he didn't plan it up from the beginning in an impertinent way), this is really worse. These guys plan to steal your money!

They were trying to scam the Russian fans - as far as I know, nobody's tried it elsewhere.

It wouldn't have worked else where I don't think, it would have been reported in a heartbeat.  Still evil people playing with people's emotions and taking their hard earned money, I hope no-one gave a lot of money or if they did they got it back.
